In February 2012, EFCA launched a community-based program to improve
cooperation and accountability between citizens and local government in the
provision of quality public services, and to increase transparency, public
confidence and mutual understanding in the extractive industry. EFCA is implementing this three-year project in
selected communities and oblasts of Kyrgyzstan, with the support of the American
people through USAID.

			<description>For citizens, taking part in the development and monitoring of their local government budget offers a rare opportunity to have real influence on the way government works &amp;ndash; grass roots democracy that delivers visible, practical benefits.
EFCA delivered a four-day training course all 40 rural districts of Kyrgyzstan to give citizens the knowledge, understanding and confidence to exercise that power in their communities.
And the results have been immediate.
There is a real eagerness for this knowledge and the trainees were quick to see how they could use it.

The tournament was organized in the American University of Central Asia in Bishkek on January 14-15, 2012.

for Education&amp;rdquo; program at the Hyatt Regency in Bishkek, Kyrgyzstan. The round
table was focused on the factors affecting the availability of internship
opportunities as part of business structures development in Kyrgyzstan.

Held every three years, the World Petroleum Congress is the largest and most reputable oil and gas industry gathering in the world. With more than 4,000 delegates, 600 media and 550 presenters attending, the Congress covers all aspects of the industry, from technological advances in upstream and downstream operations, to the role of natural gas, renewable and alternative energy, and the social, economic and environmental impact of the oil and gas industry. Hosted by Qatar Petroleum, the 20th World Petroleum Congress was held at the Qatar National Convention Centre (QNCC) in Doha, Qatar, from 4-8 December 2011.

			<title>A young leader emerges in Arslanbob</title>

			<description>Jasurbek Abduhalilov, 31, taught Kyrgyz language in the small town of Arslanbob until he lost his job.  Travelling throughout Kyrgyzstan, Jasurbek was struck by the extreme isolation of his home community, deep in the mountains of Jalal-Abad province.  He saw other young people speaking Russian and English and using the Internet.  &amp;ldquo;Are our kids any worse than them?&amp;rdquo; he asked himself, and concluded that given the means, Arslanbob&amp;rsquo;s youth could &amp;lsquo;catch up&amp;rsquo; with their more connected peers.  Jasurbek imagined an information center, open to all, which would enable young people to take language and computer classes and freely access the Internet.

			<title>Nookat’s Community Grows Stronger Through a Local Youth Camp</title>

In autumn 2010 the Eurasia Foundation of Central Asia (EFCA) invited local activist Gulsana Abytova to lead a youth camp in her hometown of Nookat, southern Kyrgyzstan. Gulsana had previously been working with local authorities to improve opportunities for young people, but had found it difficult: &amp;ldquo;It&amp;rsquo;s very hard and frustrating to work with them. There are many promises, and then nothing happens.&amp;rdquo; For demoralized Gulsana, the experience of working directly with young people in the camp was a breakthrough.

			<title>Kazakhstani Youth Tackle Important Issues</title>

			<description>From September to October 2011, a network of committees called the Youth
Bank of Ideas supervised by the Eurasia Foundation of Central Asia 
(EFCA), researched youth problems in their cities: Qostanay, Taraz, 
Uralsk and Ust Kamenogorsk. According to the results, young people do 
not have enough options for healthy and productive leisure activities, 
and have difficulty finding jobs and even internships. Daily problems 
and stresses aggravated by these conditions can in turn lead to 
dependence on alcohol, nicotine and drugs.

			<title>The Kara-Suu Dance Club</title>

			<description>Aigerim, Musharraf, Saida, Kanykei, and Albina are shy talking to a visitor to their village, Kara-Suu in Osh province &amp;ndash; they roll their eyes at each other, giggle, and hide behind the folds of their elaborate costumes.  But on the dance floor their shyness disappears and they move with infectious verve, whether to a mournful Uighur lament or a lusty Russian folk song.  The girls are members of the Kara-Suu Dance Club, and they show the confidence gained performing for their country&amp;rsquo;s president Roza Otunbaeva, visiting Chinese and Russian delegations, and at many local events.
